Fairfax County Parkway Design Build Awarded To Cherry Hill

The Eastern Federal Lands Highway Division (EFLHD) of the Federal Highway Administration awarded Cherry Hill Construction, Inc. a $73.7M project on September 25th, 2008 to Design and Build a critical segment of the Fairfax County Parkway.

Cherry Hill Construction, Inc. (CHC) has selected Johnson, Mirmiran, & Thompson (JMT) to provide the design services on this critical segment of the Fairfax County Parkway project which must be completed in time to support regional transportation demands including those related to Base Realignment and Closure (BRAC). When completed in December 2010, this high priority project will provide a significant and long awaited benefit to all regional shareholders.

Fairfax County Parkway is located in Fairfax County, Virginia, between U.S. Route 1 on the southern terminus and State Route 7 at the northern terminus. This Design Build Project constructs a segment of the Parkway between Rolling Road (Route 638) on the north and Fullerton Road on the south, and runs for approximately 1.5 miles through the western and southern portions of the Engineering Proving Grounds (EPG). This project includes among other things:
  • Construction of a four-lane divided, limited access highway, designed to facilitate future widening to 6 lanes within the project right-of-way;
  • A multipurpose trail alongside a portion of the road;
  • Interchange at the EPG access road; and
  • New bridges at EPG access road, Fullerton Road, and Accotink Creek.
The project includes one design build work package, one design only package, and a provision to add an additional design build work package. The general descriptions of the packages are listed below:

Design Build Package – Package consists of work required to design and construct the mainline of the parkway from Donegal Lane to Fullerton Road. This will allow through movements from the existing Fairfax County Parkway to I-95. The limits of work to the west would include a temporary connection to the existing 4-lane section of Rolling Road just to the east of Donegal Lane. The limits of work to the east would be the connection to the existing Parkway on the east side of Fullerton Road. This package would include bridges B-635 and B-650 at Accotink Creek and bridge B-694 at Fullerton Road. This package would also include a multi-purpose trail alongside a portion of the Parkway. Also included is the EPG Access Road interchange. Work in this package includes the EPG Access Road, one-lane Ramp B, one-lane Loop B, one-lane Ramp C, and two-lane Ramp D. This package will also include bridge B-631 for the EPG Access Road over the parkway and noise walls along existing and relocated Rolling Road.

Design Only Package – Boudinot Drive and Interchange. This package includes the design of the Boudinot Drive and Interchange to include bridge B-693 over Accotink Creek.

Design Build Option Package – This package consists of the work required to design and construct Ramp C of the Boudinot Drive interchange. This roadway is approximately 0.3 miles long. Ramp C will provide access from Fullerton Road to eastbound Fairfax County Parkway. Provide for two-lanes of traffic from Fullerton Road tapering to a single lane prior to station 110+00. This package will include required signal modifications at the Fullerton Road intersection. EFLHD has the right to exercise this option within 6 months of award of the contract.
